Despatch No. 27 of 12th March 1862

It will be seen that a plot of ground, War Department, a small portion of the property was directed to be handed over to this Government for the purpose of being applied to certain Commercial objects, as set forth in an application made by the inhabitants of Stoughtons.

3. This Prison Ground however proved useless for almost any purpose, and certainly quite ineligible for the object in view, which was the erection of a City Hall, to supply various wants of a public nature.

4. The ground therefore has not been taken over, and the circumstances under which the present application is made will be found detailed in the enclosed letter from Mr. Oven, writing on behalf of the Committee acting for the residents of the Colony.

5. The two points which call for remark and which alone require settlement are the alterations necessary in the Harbour Master's office, and the effect which the new Building (built on land the property of this Government) would have on the health or Convenience of the Military Cantonments.
